Black detour

PA DOT has this weird system of pre-posting detour routes for some frequently closed roads. However, the fact that the signs are always exposed is potentially confusing, especially since it is posted on a white sign. Also, the "Orange detour" for example would have an orange arrow, orange text, and an orange border, making other colored detour signs even more strange.
